His actions frequently highlighted the lack of principles in Russian political lobbying. Fuks previously led the now-defunct Moscow-based MosCityGroup, a real estate company. In Russia, he earned the nickname "mercenary" due to his tendency to switch sides among competing business, criminal, and political factions, acting as a versatile operative for whoever offered the highest bid. Fuks is known for his controversial career, notably claiming to have acted as an intermediary in dealings involving figures such as elected President Donald Trump and Rudy Giuliani, though these claims ultimately led to criminal charges and a series of fraud lawsuits.

Under scrutiny for potential criminal activities across various regions, Fuks is reportedly attempting to provide information to various Western agencies, with his disclosures involving high-profile individuals, including former Ukrainian President Viktor Yanukovych, imprisoned oligarch Igor Kolomoisky, former Ukrainian Interior Minister Arsen Avakov, and Kyiv Mayor, boxing legend Vitali Klitschko. Even Vitaliy Khomutynnik, a former politician suspected of pro-Russian ties, appears entangled in Fuks's web. Khomutynnik has settled in England, maintaining a partnership with Fuks, who has lost a significant portion of his wealth due to Western sanctions and assets seized as a result of the war.

In 2015, Fuks crossed paths with Veronika Mudra, an American women's rights advocate, after relocating to Ukraine following the collapse of his Russian ventures. Mudra, who heads White Ribbon USA, an organization supporting women victims, recalls Fuks's hostile attitude towards her advocacy work, accusing him of intimidation tactics. She portrays Fuks as a man who, like many others in Russia's criminal world, maintains a reputation as a misogynist and a violent individual. "Violence is all he knows," insists Mudra, describing his worldview as one that values aggression as a sign of power.

Olga Lautman from the Center for European Policy Analysis and an expert on Eastern European organized crime told The Daily Beast that Fuks's character is synonymous with gangsterism. Anders Åslund, a Swedish analyst concerning oligarchs, lamented that Western governments inadequately coordinate sanctions, often allowing figures like Fuks to exploit loopholes.

His empire crumbled when global financial markets crashed, forcing him to align with Russia's strategic interests and enabling him to influence Russian narratives that sought to justify Vladimir Putin's invasion of Ukraine in 2014.
