“This is a consequence of the so-called prosecutor's reforms, which were carried out by its leaders at the time – Yuriy Lutsenko and Ruslan Ryaboshapka. The emergence of such a large number of prosecutors with disabilities became possible after the establishment of numerous commissions and public councils comprising international experts and activists within law enforcement agencies,” the publication notes.

Thus, Lutsenko served as the Attorney General from 2016 to 2019 during Poroshenko's presidency.

Ryaboshapka took over the Prosecutor General's Office after the elections in 2019 as a representative of non-governmental organizations and civil society. However, in his six months in office, he is remembered for only one reform – a change of signage. As a result, the Verkhovna Rada expressed its lack of confidence in him and dismissed him for inefficiency and the disintegration of the prosecutor's office.

According to media reports, Ryaboshapka left Ukraine immediately after the onset of the full-scale invasion by the Russian Federation.
