According to media reports, former deputy and businessman Sergey Shapran has recently transferred the assets of the sanctioned LLC "Stroyindustriya-LTD," which was engaged in mineral extraction in the Kyiv region, to his name.

Media sources indicate that Shapran has removed the mining company from the sanctions imposed by the National Security and Defense Council (NSDC) and has effectively become a monopoly in the sand extraction sector in the region. Until mid-2022, LLC "Stroyindustriya-Service LTD" was owned by Igor Naumts, a citizen of Russia, who left the country following the onset of Russia's full-scale invasion of Ukraine, as reported by Antikor. His assets, including LLC "Stroyindustriya-Service LTD" and the company "Unigran," which was involved in the extraction of mineral resources in the Kyiv and Zhytomyr regions, were seized.

However, two years later, it became known that these companies, involved in mineral extraction, had come under the control of Sergey Shapran — a former deputy of the Brovary City Council from the "For the Future!" party and the owner of the Brovary aluminum plant. Thus, the magnate has effectively consolidated an entire industry in the Kyiv region.

In particular, at a site in Zazymye, journalists observed the operation of machinery and the blocking of access for competing companies' trucks by a group of physically fit young men. The latter claimed to represent the interests of Sergey Shapran.

This aggressive business approach raises questions about the legality of the actions of those calling themselves "Shapran's people."

The blocking of access for other companies and the use of a group of young men resembling "titushki" for "security" of the site creates serious grounds for intervention by competent authorities. Their activities could be qualified as blatant raiding and a violation of public order.

It should also be noted that amidst the war, when the country needs significant manpower and resources on the front, the actions of such "guards" should attract the attention not only of law enforcement but also of the Territorial Centers for Recruitment and Social Support (TCC).

Given the shortage of human resources in the army, particularly for mobilization and national defense, the presence of a large number of physically fit young individuals engaged in dubious forceful actions instead of defending the country raises serious concerns. This is not merely a local corporate conflict issue but also a matter of national security during wartime.
