It turns out that judges are not the only ones who can "boast" about a huge... pension. Just think about it - a citizen of Ukraine receives a pension of 246 thousand hryvnias per month. There’s no arguing that this is indeed an anomalous payment within the entire pension system of Ukraine. However, Kivalov is also related to the judiciary.
In Ukraine, the largest pension (excluding the lifetime monetary support for judges) has been awarded to former parliament member from the "Regionals," Sergey Kivalov. He receives approximately 246 thousand hryvnias monthly.
This information became known thanks to a report from one of the Ukrainian television channels, which conducted its own investigation into documents through various requests.
According to the Pension Fund, in Ukraine, one in four pensioners receives up to 3 thousand hryvnias. However, among Ukrainians, there are "lucky ones" whose pension payments amount to several hundred thousand hryvnias. Former parliament member Sergey Kivalov is among them.
A few years ago, Kivalov’s pension was 14 thousand hryvnias. His pension was increased 17 times with the help of judges from Odessa, as well as a certificate from the university that he heads.
Kivalov's monthly pension amounts to 245 thousand 990 hryvnias and 46 kopecks. He currently works as the president of the International Humanitarian University. This private university is located in Odessa and is established by a company from the Bahamas, "Golden Gate By Limited."
Sources within the judiciary helped to find a ruling that enabled Kivalov to secure such a pension amount. The plaintiff is Sergey Kivalov. During Yanukovych's presidency, Kivalov was referred to in the media as the "shadow curator of the judiciary," and he still holds influence over the judicial corps.
As reported, it was indeed the judges who assisted Kivalov in obtaining the largest and most anomalous pension within the pension system of Ukraine. Essentially, Kivalov managed to achieve the impossible.
In April 2020, he appealed to the Pension Fund in the Odessa region, demanding a recalculation of his pension, taking into account the increase in the salary of a parliament member, as well as his salary at his new job at the "International Humanitarian University."
At that time, Kivalov was receiving a pension of 14 thousand hryvnias. In the new version, special pensions for deputies were abolished, which led them to retire like ordinary Ukrainians. Thus, the Pension Fund denied the recalculation.
However, Kivalov insisted that he retired before the new law was adopted, so he is entitled to receive it under the "old" law. Therefore, the former parliament member went to the Odessa District Administrative Court to appeal the officials' decision.
In court, Kivalov presented certificates of his salary as a parliament member and from the "International Humanitarian University," which he heads. If he were to be assigned a pension based on 90% of a parliament member's salary, he would only receive 39.7 thousand hryvnias. Therefore, he demanded that his salary from the university also be taken into account. And, evidently, to secure the maximum pension, the private university led by Kivalov sharply increased his salary — to 442.7 thousand hryvnias.
This means that Kivalov effectively raised his salary at his own university and, within a few months, obtained a certificate to significantly increase his pension based on the new salary
