Kiev is once again in the spotlight, and this time it’s not just due to construction ambitions, but also because of how Vitali Klitschko's city administration is executing its mega-projects amid the war.

SubscribeIn 2024, over 30 billion hryvnias have been allocated for construction and repair work in the capital, making Kiev not only a leader among regions but also effectively the champion in construction spending in Ukraine. For comparison, the Kyiv region spends less than 15 billion on these purposes.
Interestingly, even state structures have not been able to achieve such results, reports an investigation by "OUR MONEY".
A comparison with previous years revealed an interesting picture: despite a decline in enthusiasm in the construction sector across the country, Kiev continues to actively spend funds on various projects – from road repairs to the construction of new facilities.

However, you might say this is a noble cause.
Of course, one could argue that Kiev's budget is simply larger than that of other regions, but even so, it is evident that construction has become so centralized that the city administration's budget has absorbed almost all of the "construction" in the city. Meanwhile, other regions, despite having decent budgets, spend significantly less on tenders.
"OUR MONEY" decided to reach out to the Kyiv City State Administration (KCSA) to find out what drives such extreme construction growth in Kiev. The answer turned out to be quite unusual. The administration explained this by a difference in timelines – they claim that projects in Kiev require more time to implement, while other regions "plan" everything faster.
It is in Kiev that such unique circumstances exist, allowing for such expenditures on long-term projects, which other regions cannot boast of.
Additionally, the KCSA mentioned the city-targeted program "Defender of Kiev," support for Kyiv defenders, and other patriotic initiatives, such as transferring funds from the budgets of the Ministry of Defense and the Ministry of Internal Affairs. In 2023, 1.4 billion hryvnias were allocated for this, and this year – another 30 million.
"How does all this explain the irresistible desire to lay asphalt on the worst roads and repair empty kindergartens at the height of a war unprecedented in scale?" – journalists are questioning.
