The company that won the tender for fuel supply to "Mykolaivvodokanal" is linked to the husband of a city council deputy. The tender, valued at 15 million hryvnias, was awarded to the firm "Kvorum-Neft," and interestingly, it was the only participant in the bidding.
This was reported by the Center for Public Investigations, referencing Prozorro.
"Kvorum-Neft" is not a newcomer to the world of state procurement – in recent years, the company has earned nearly 1.7 billion hryvnias supplying fuel and other resources to government institutions.
However, the owner of the company is Valeriy Babaryka, the husband of deputy from "European Solidarity," Svitlana Babaryka. Together, they also own the firm "Yuzhanochka," which deals with food products in Mykolaiv.
The company has a less-than-stellar reputation: it has repeatedly been the subject of investigations and has appeared in criminal cases. For instance, the prosecutor's office has already filed a lawsuit against "Kvorum-Neft" over suspicions of inflating fuel prices, resulting in additional costs of 150 thousand hryvnias.
Currently, other procurement activities of the company are also under scrutiny in Mykolaiv, including tenders for security and electricity.
Such stories raise questions once again about the transparency and integrity of state procurement in the region.
