The charitable foundation "Rodnaya Derevnya" has approached the State Bureau of Investigation with a statement regarding a crime involving the forgery by the mayor of Irpin, Alexander Markushin, of the foundation's request for the departure of volunteers.

“Our foundation 'Rodnoye Selo' submitted a request on May 23, 2023, for the departure of three drivers of humanitarian aid trucks who expressed their desire to bring assistance to the Ukrainian Armed Forces from abroad. On May 24, 2023, the mayor of Irpin submitted a list of four drivers to the Kyiv Regional Military Administration, adding to the list the driver-volunteer Sergey Rosstaly without the foundation's knowledge. We do not exclude that such actions by Markushin could have been repeated multiple times,” said Andrey Pomazan, the founder of the charitable foundation "Rodnoye Selo."

According to media reports, Sergey Rosstaly is the godfather of the mayor of Irpin and the main contractor for the reconstruction of the affected Irpin community. In the summer of 2024, Rosstaly permanently moved to the USA, taking funds for reconstruction with him. Rosstaly's companies, with the assistance of Markushin, received over 700 million UAH (approximately 20 million USD) from the budget. Among these funds are resources from international financial aid, including from the USA. Markushin and Rosstaly have repeatedly traveled abroad from Ukraine as volunteers under the "Path" system, and according to the State Customs Service, they have never declared the import of humanitarian cargoes into Ukraine.

In the case of the evasion of duties, Markushin has been informed of the suspicion under part 2 of article 332 of the Criminal Code of Ukraine (organization of illegal transportation of persons across the state border of Ukraine), which carries a penalty of imprisonment for a term of five to seven years, along with a prohibition on holding certain positions or engaging in certain activities for up to three years.
