State procurement is once again at the center of a scandal. An announcement has appeared on the Prozorro portal regarding a government subsidy of 18 million hryvnias for a new series from "Liberty Production." However, there was essentially no tender – the contract was signed directly, without any competition.

"Liberty Production" is not new to working with the government, writes "Fakty." Last year, they already received 5 million hryvnias for several projects:

  • Two seasons of the show "Military Equipment" for The Gaze (a total of 3.5 million hryvnias).
  • Materials for the project "Stop Fake" – 1.53 million hryvnias.

Interestingly, there was no auction in any of these cases – meaning they didn't even attempt to lower the price of the services.

The company, which has already received 23 million hryvnias of state funds over several years, appears modest: established in 2020 with a registered capital of just 10 thousand hryvnias. The owner is a resident of the village of Paripsy in the Zhytomyr region, Vitaliy Volynets. The company was previously owned by other individuals, but here's the oddity:

  • On November 22, 2023, Volynets became the new owner.
  • Just 8 days later, the company received its first major government contract.

According to open registries, only two people officially work at the company. Meanwhile, in 2023, almost all of their income came from government contracts. But even this situation was not without tricks: at the beginning of 2024, "Liberty Production" switched to a new tax system. The reason is simple – the old limit did not allow them to receive more than 8 million hryvnias per year, while their ambitions were clearly much higher.

The host of the show "Military Equipment" was the popular actor and military Daniel Salem, known from the project "The Bachelor." However, even star appearances do not save the situation from the main question:
