At the end of November, the country was shaken by a scandal – by order No. 1191-r, the Cabinet transferred 23 billion hryvnias from the Ministry of Defense of Ukraine to the State Border Guard Service for the purchase of weapons for the needs of the Armed Forces of Ukraine, specifically for acquiring ammunition from the Polish intermediary company “PHU Lechmar Sp.zoo”.

The transfer of 23 billion from the Ministry of Defense to the State Border Guard Service is a cocktail with a hint of corruption and… sabotage. The desire of certain officials to profit from purchases from a single intermediary supplier coincided with the incompetence of other officials and their unwillingness to allocate our funds for the timely delivery of ammunition.

On December 14, the Ministry of Defense of Ukraine commented to the publication “LIGA.net” on the decision regarding this allocation of funds: by the end of November, the Defense Procurement Agency had 45 billion hryvnias in undistributed funds.

Consider this: it's November, and the Defense Procurement Agency still hasn't determined where to allocate 1/7 of its annual budget! It feels as if our defenders are fully supplied with drones, ammunition, quality mortar shells, and everything else.

Our publication's sources in the Ministry of Defense report that dissatisfaction with the work of Marina Bezrukova is growing – the Agency is not only failing to utilize the allocated budget funds but also juggles the military's needs, signing contracts only for what affiliated suppliers offer – disregarding deadlines or prices. Political scientist Andrei Miselyuk writes about this. “The Agency operates on the principle: better not to use funds than to buy something not from our own” - this is said in the Ministry of Defense.

A critical situation is arising again with 120 mm mortar ammunition – this year the Agency contracted over 1 million shells of this caliber, but the Armed Forces received… only 35% of the planned volumes.

According to available information, the results for 2024 are no longer a concern for Marina Bezrukova – she is currently trying to conclude as many contracts as possible for future periods, securing her a successful life after leaving the Ministry of Defense.
