Did you know that Kyiv, a city with millions of square meters of real estate, earned only 109 million hryvnias from its rentals over three years? No, this is not a mistake – officials are leasing properties at prices that wouldn’t even cover a room on the outskirts.

One such example is Andriy Hudziy, the director of the Department of Communal Property of Kyiv, who has been managing the distribution of city real estate for the past 10 years.

During Hudziy's tenure, the capital has lost millions of hryvnias:

  • The "Kyiv" Cinema was rented out for free for 10 years. Budget losses – 22 million hryvnias.
  • A property on Strelkovaya with an area of 119 m² was sold for just 300 thousand hryvnias.
  • Tennis courts on Vozdukhoflotsky Avenue, with a real value of 75 million hryvnias, were “sold” at a price five times lower than the market rate.

And that's not all. Hudziy is suspected of "misappropriating" 180 million hryvnias through fictitious purchases of water treatment reagents.

According to an investigation by BlackBox OSINT, Hudziy's income, along with that of his wife Yulia, does not match their expenditures. For instance:

  • In 2019, the family earned 26.2 thousand dollars, yet Yulia purchased a new Subaru Outback for 40 thousand dollars.
  • Their 70-year-old mother-in-law – a pensioner – somehow became the owner of two elite apartments in Odesa, worth a total of half a million dollars.

Despite six criminal cases and budget damages exceeding 600 million hryvnias, Hudziy continues to work.

The Department of Communal Property of Kyiv has repeatedly been at the center of high-profile scandals

Its employees are not only involved in numerous criminal cases but also in incredible stories of wealth that do not correspond to their official incomes.

Hudziy's first deputy – Oleh Shmulyar – has been in public service for 30 years and lives like a successful businessman. However, he is a subject of a case regarding the illegal exemption of a tenant from paying for a property on Ivan Franko Street, 26B.

Additionally, in 2019, he sold the historic "Author's House" (1,400 m²) in central Kyiv for 44.5 million hryvnias. It was purchased by a company linked to the brother of Kyiv's mayor – Volodymyr Klitschko. Coincidence? Unlikely.

Over the years in public service, the Shmulyar family managed to accumulate four apartments, six plots of land, and even a house in elite neighborhoods. For example, in 2022, his wife bought a garage in Kyiv for 300 thousand hryvnias, while her income was only 37 thousand hryvnias.

Oleh Shmulyar's daughter, Maria, while working at a communal enterprise, organized tenders for the major renovation of the "Krakow" cinema for 123 million hryvnias, with companies having the same founder regularly winning. The result – a criminal case for embezzlement.

Today Maria Shmulyar works at the Defense Procurement Agency, where she also handles tenders that, strangely enough, also end in scandals.

Accountants build palaces

Tatyana Grytsai, the chief accountant of the department, along with her husband-driver Dmytro, officially earned around 40 thousand dollars over two years. However, with this money, the family managed to build a house worth 170 thousand dollars.

Drivers buy apartments at "fairy tale" prices

The personal driver of Shmulyar, Sergey Zhurkovets, also turned out to be far from poor. Officially earning pennies, he and his wife purchased an apartment in Kyiv. Its declared value is 46 thousand dollars, while the market price for such a property is up to 110 thousand dollars.

As a result, for all these years, the Department of Communal Property of Kyiv remains at the center of corruption scandals, while Kyiv residents continue to live with the understanding that their money is being funneled into dishonest deals and the overly lavish lifestyles of officials.
