SubscribeThe fact is that the daughter of the first deputy director of the Department of Communal Property of the Kyiv City State Administration, Oleg Shmuliar, 34-year-old Maria Shmuliar, has become a key figure in numerous tender manipulations.
This became known thanks to a message from the Telegram channel "Chorna Skrynya".
The "Krakow" Cinema
While working at the KP "Kyiv Cultural Cluster" (formerly "Kyivkinofilm"), Shmuliar organized tenders for the major repair of the cinema totaling 112.6 million UAH, and later for another 34.9 million UAH. The winner was the company LLC "Z.O.K.", which is linked to fraudulent schemes, drawing the attention of law enforcement.

KP "City Store"
In 2020-2021, Maria Shmuliar was involved in auctions, but out of 52 trade permits, only 8 were issued through competitive bidding. The rest were through direct deals, without any competition.
Ministry of Defense
Currently, Maria works at KP "Defense Procurement Agency", where she is once again involved in tenders. And, as expected, it has not been without scandals.
Maria Shmuliar's family ties and potential conflict of interest raise serious questions. Public organizations are urging law enforcement to conduct a thorough investigation into her activities and ensure transparency in the use of state funds.
