The Verkhovna Rada has approved the draft law on the reform of the Accounting Chamber.
The number of members in the Audit Chamber will now be reduced to 11, with international experts gaining an advantage in the selection process.
A total of 240 MPs voted in favor, and all amendments were approved. This was
reported by MP Yaroslav Zheleznyak.
He outlined the main innovations:
- the competition will give prevailing voting rights to international experts for selecting new members of the Chamber
- political and financial independence of the Audit Chamber
- reduction of the number of members from 13 to 11
- the Audit Chamber will have the authority to conduct audits of local budget funds and municipal enterprises, extrabudgetary funds, resources obtained from international partners, as well as consolidated financial reporting of public sector entities and budgets
- the Audit Chamber must undergo an external evaluation of its activities every five years and establish a special procedure for conducting such evaluations during the transitional period, among other things
- alignment of operations with international INTOSAI standards
- creation of clear parliamentary procedures in which the relevant committees of the Rada are required to review the Audit Chamber's reports and monitor the implementation of its recommendations
The approval of these reforms was one of the requirements from international partners.
"This is a funding requirement of over $2 billion from the IMF and the USA," Zheleznyak commented.
Previously, the Verkhovna Rada
voted in the first reading for the draft law on the Audit Chamber (10044-d). The draft law aimed to align external audits with international standards.
In April, the Verkhovna Rada of Ukraine
voted for the dismissal of 7 members of the Audit Chamber whose terms had expired.
