Mobilization notices through the "Oberig" system were primarily sent to those conscripts who do not pay taxes.
Prime Minister Denis Shmyhal made this statement at the Kyiv International Economic Forum, as reported by
Interfax-Ukraine.
“As of today, 98% of the mobilization summons sent out, which are deliberately generated through the ‘Oberih’ registry, are being sent to individuals who do not pay a single hryvnia in taxes and are not registered as employed. In fact, the priority for mobilization today is given to unemployed individuals,” Shmyhal stated at the 10th Kyiv International Economic Forum (KIEF).
The Prime Minister added that only 2% of the summons in the last two months were sent to employed individuals.
He further mentioned that the registries currently allow tracking whether a person pays taxes, regardless of whether they are an employee, entrepreneur, or self-employed individual.
“If a person does not pay taxes, it means they are not occupied, at least officially. Accordingly, it is visible in the registries, and ‘Oberih’ pulls this information, so when the summons are generated, we can see that the person is unemployed, and these individuals are prioritized for mobilization. It’s a very simple principle, and I believe it is absolutely clear to everyone,” Shmyhal added.
The Prime Minister emphasized that it is critically necessary for the state to pay soldiers.
“You know that mobilization continues. The number of mobilized individuals announced is 250,000 – this is in addition to the number of Armed Forces we have had over these 2.5 years. These individuals need to be paid salaries and provided for accordingly,” he stressed.
Earlier, in August, Prime Minister Denis Shmyhal stated that the announced principle of “Fight or Work” includes a series of measures aimed at de-shadowing the country’s economy and is also focused on the return of Ukrainian refugees.
It’s worth noting that Russian terrorists have
switched to targeted attacks on Ukraine's energy infrastructure using drones. Thus, the occupiers are trying to conserve missiles.
