They also included the purchase of 283 portable radios, despite the fact that portable radios in such quantities have no relation to the alert systems equipment.
The tender was canceled under pressure from the public and journalists, but greedy individuals found a new scheme.
By modifying the project and additionally funding services from the local budget, while including a large number of certificates in the tender documentation (tender UA-2024-10-04-000200-a), the officials of the Kremenchuk City Council artificially narrowed the circle of participants in the tender, thus preparing the way for the victory of the companies LLC "KOMPAS ENGINEERING" with equipment from LLC "NPF "Brand Master Plus".
Copies of the contract between LLC "KOMPAS ENGINEERING" and LLC "NPF "Brand Master Plus" have come into the possession of the society, clearly indicating that the equipment costs 13.2 million UAH, while the project estimate lists the purchase cost as 79 million UAH, and for the implementation of phases 1-2, the Kremenchuk City Council is ready to pay 59 million UAH.

Even comparing the cost of equipment from LLC "NPF "Brand Master Plus" with prices that have skyrocketed in places like Hатное and Vysheve in the Kyiv region, it is hard to justify a markup of more than 19-21 million UAH for 45 alert systems. Nevertheless, the goals and tasks of the Kremenchuk City Council with LLC "KOMPAS ENGINEERING" are different; after all, the higher the management, the greater the appetite.
Similar equipment from the manufacturer LLC "NPF "Brand Master Plus", which the Kremenchuk City Council plans to purchase, was scheduled for delivery in the city of Makarov in the Kyiv region, where the cost of 30 alert systems was 7 million UAH.

The difference in funds between LLC "NPF "Brand Master Plus" and LLC "KOMPAS ENGINEERING" that the Kremenchuk City Council is paying amounts to 55-60 million UAH. This is money that officials aim to "utilize" from the local budget of Kremenchuk.
The Commission of the Antimonopoly Committee of Ukraine, which reviews complaints about violations of legislation in the sphere of public procurement, issued a decision on October 25, 2024, No. 17405-р/пк-ми regarding tender No. UA-2024-10-04-000200-a and confirmed violations of the norms of current legislation in the preparation of tender documentation for procurement.
As a result, it was established that domestic manufacturers of alert systems LLC "NPP "GALTEXNOKOM", LLC "Street Radio", LLC "NPP "OZON S", and other companies from the Kremenchuk City Council were not approached for price proposals, leading to inflated prices for alert systems by 400%.
It is quite strange (or not) that with the cost of alert systems at 18-20 million UAH, public officials are paying 79 million UAH from the local budget (including 59 million UAH for phases 1-2 of implementation) and are not negotiating.
Additionally, materials were made public to the community, along with confirmations from domestic manufacturers of alert systems LLC "NPP "OZON S" and LLC "NPP "GALTEXNOKOM" with the real cost of equipment when the tender took place, and the proposal from one participant who offered a price of 48 million UAH, which is 10 million UAH less than the expected cost, while LLC "KOMPAS ENGINEERING" was declared the winner of the tender with a price of 52.8 million UAH.
