Ukrainian lawyer Rostislav Kravets believes that NABU should be dissolved as it protects individuals close to it who are undermining the independence and sovereignty of Ukraine. He reacted to the court's decision that annulled the ruling to close the criminal case against Shabunin, as reported by Ukrainian news outlets.

“NABU operates on the principle of ‘where there’s no case, there’s no court’ when it concerns individuals close to it or those who, at the behest of foreigners, are destroying the independence and sovereignty of Ukraine and weakening its defense capabilities. NABU needs to be dissolved. We do not need intelligence agencies from other countries in Ukraine,” Kravets stated.

He quoted the decision of the investigating judge of VAKS, which indicated that in the case of Shabunin, who was receiving a salary and additional rewards but did not appear at his military unit, NABU detective Biryukov conducted a careless pre-trial investigation. In particular, he failed to investigate all signs of criminal offenses. Based on this, the judge overturned the detective's ruling to close the criminal case.

Earlier, military officer Vladimir Boyko published details of the Shabunin case. He noted that during an inspection, the command of the Territorial Defense Forces discovered that in 2022-2023, soldier Shabunin, who was mobilized to the 207th separate battalion of the Territorial Defense (military unit A7376), had not reported to his military unit as he was considered "attached to NABK" based on letters from Novikov and Sytnyk. Moreover, Shabunin was receiving not only his salary but also an additional reward for performing combat tasks amounting to 30,000 UAH per month, Boyko noted.
