Approximately 80% of the population and 76% of businesses view corruption in Ukraine as the second most significant issue facing the country.

This is evidenced by the results of the study by NACP titled "Corruption in Ukraine 2024: Understanding, Perception, Prevalence."
Ukrainians surveyed report a significant rise in the level of corruption in 2024. The increase in corruption levels over the past year has been noted by 69.1% of the population (+7.9 percentage points compared to 2023 – 61.2%) and 57% of business representatives (+10.7 percentage points compared to 2023 – 46.3%).

The population views the judicial system as the most corrupt sector, while businesses identify customs as the most corrupt.
The third major issue for the population of Ukraine is the high cost of living and low incomes (67.5%), whereas businesses consider population migration as the primary concern (69.2%).

Overall, the general index of corruption perception continues to rise. The corruption perception index in the sector where the surveyed entrepreneurs operate stands at 2.35.
