The Verkhovna Rada has endorsed a resolution regarding democracy and elections post-war.

Today, the Verkhovna Rada of Ukraine reviewed and adopted Resolution No. 13041 "Statement of the Verkhovna Rada of Ukraine on Supporting Democracy in Ukraine Amidst the Aggression of the Russian Federation" for the second time, after it failed to pass the day before.

The document received the support of 268 members of parliament.

This was announced by MP Zheleznyak.

Key provisions of the resolution:

  • The Verkhovna Rada emphasizes that Vladimir Putin is responsible for the inability to organize free, transparent, and democratic elections in Ukraine under the current conditions.

  • The introduced martial law prevents elections from being held in accordance with the Constitution of Ukraine. The Ukrainian people are united in the belief that elections should take place after the war concludes.

  • After a stable peace is established, elections for the President of Ukraine will be conducted in accordance with international electoral standards, as decided by the Verkhovna Rada.

  • The Parliament underscores that Volodymyr Zelensky was elected in free and transparent elections, and his mandate is not questioned by either the Verkhovna Rada or the Ukrainian people.

  • President Zelensky must fulfill his duties until the newly elected President takes office, in accordance with Article 108 of the Constitution of Ukraine.

  • The Verkhovna Rada has called on international partners to unite efforts for a common victory over the aggressor and to establish a just peace, which will allow for the restoration of democratic processes in Ukraine.




This resolution serves as an important signal to both Ukrainian society and the international community, reaffirming Ukraine's commitment to democratic principles even in wartime.

Earlier, we reported that the Verkhovna Rada of Ukraine adopted in the first reading a government bill that would grant a limited pension of 2361 hryvnias to individuals convicted of crimes against national security. The restrictions will apply only during the time of serving their sentences.

We remind you that the Verkhovna Rada also supported in the first reading the draft law on state secrets. Legislative initiative No. 11394 was backed by 241 members of parliament.
