The President of Ukraine, Volodymyr Zelensky, presented the "Resilience Plan" to the Verkhovna Rada – transitioning from war to peace, which focuses on the next steps towards achieving victory for Ukraine.
Among other things, the "Sustainability Plan" includes the production of three thousand Neptunes next year and 30 thousand long-range drones.

The plan consists of ten points: unity, the front, weapons, money, energy, security, communities, human capital, cultural sovereignty, and the heroes' policy.
- Unity:
Elections during wartime are impossible according to the Constitution. First and foremost – a just peace, and only then – elections.
The sustainability plan will be detailed with the involvement of civil society, business, and experts.
- The front:
Changing the management approach in the army, creating the position of Military Ombudsman.
A new contract system for the military, maintaining the current age of mobilization.
- Weapons:
Priority for drones: it is planned to produce 30 thousand long-range units in 2024.
Production of 3 thousand cruise missiles and expansion of the "Neptune" program.
Launching a technological initiative for innovations.
- Money:
Localization of production: purchasing from Ukraine.
Deregulation, insurance for military risks, and the de-shadowing of the economy.
Business security and promoting fair relations.
- Energy:
Resilience passports for regions and energy generation.
Priority for nuclear generation.
- Security:
Modernizing shelters, metal detectors in schools and state construction sites.
Strengthening the state border.
- Communities:
Improving tax conditions for frontline territories.
- Human capital: National standard for barrier-free access.
Eliminating the influence of the Moscow church.
Implementing dual citizenship and renewing the diplomatic service.
- Culture:
Creating a "cultural Ramstein".
Supporting Ukrainian studies departments abroad.
- Heroes' policy:
Rehabilitation centers in every community by 2025.
Veteran spaces, social support, and housing for veterans.
Involving veterans in public service.
Additionally, Zelensky dismissed rumors of possible elections: "Ukraine first needs a just peace, and then Ukraine will hold fair elections."
The President also emphasized that Ukraine requires a dual citizenship institution and a reboot of the diplomatic service. He also mentioned the modernization of shelters and the strengthening of the border.
It is worth noting that the U.S. Assistant Secretary of State for Western Hemisphere Affairs, Brian A. Nichols, officially
confirmed that the White House has authorized Ukraine to use long-range weapons to strike Russian territory.
