An expert claims that NABU will only examine the past few months of operations instead of the entire nine years, in order to avoid acknowledging corruption and inefficiency.

We are currently facing another issue: the law regarding NABU clearly states that an external independent evaluation (audit) of this agency's effectiveness must be conducted annually. The audit of the activities of the National Anti-Corruption Bureau of Ukraine will only be conducted for the last few months of its operation, rather than from its inception, to avoid acknowledging internal corruption, inefficiency, and illegal actions by the NABU leadership. This was stated by political expert Alexander Kochetkov in an written article.

“Out of the 9 years of NABU's existence, only the last few months will be audited to avoid recognizing corruption, inefficiency, and illegal actions by its management. We are currently facing another unpleasant situation: the law regarding NABU clearly states that an external independent evaluation (audit) of this agency's effectiveness must be conducted annually. Do you know how many audits have taken place during its entire existence? Zero!” – Kochetkov wrote.

The expert reminded that there were periods when NABU was not audited.

“NABU was not audited when its head Sytnyk was officially recognized as a corrupt individual and entered into the corresponding state register of corrupt officials. NABU was not audited when its leadership was caught leaking information to suspects involved in stealing millions of dollars. NABU has never reported on its activities to the public. And it is precisely at our expense that its eagles are fed. NABU annually grossly violates the law regarding NABU by not allowing any state authority to conduct an audit. Every year. Violating. The law,” – emphasized Kochetkov.

Finally, he noted that in September 2024, the Cabinet appointed a Commission to conduct an external independent evaluation. And only on November 18 did this commission meet – the first time in more than 9 years of the Bureau's existence.

“Of course, everyone expected a comprehensive audit of NABU for all 9 years. But the commission of foreigners decided to limit the period from the appointment of the current director of the Bureau (March 6, 2023) to the approval date of the evaluation methodology (November 18, 2024). A mere 20 months instead of 108. All previous

corruption scandals of the anti-corruption agency have been conveniently forgotten,” – reported the expert.

He noted that Ukrainian human rights activists have already assessed such an “audit.”

“This is an example of how foreigners ignore the law, which they pushed through the Verkhovna Rada with the help of their accomplices, attempting to hide and exempt hundreds of NABU detectives who have violated the law from responsibility,” – Kochetkov quotes the well-known lawyer Rostyslav Kravets. According to him, the real goal of establishing SAP, NABK, VAKS, ARMA is not to fight corruption, but to undermine the independence and sovereignty of Ukraine.

The expert provided an example from Poland, illustrating how to aid arbitrariness while completely ignoring NABU and its overseers' laws.

“There, the new coalition that won the elections last year included the liquidation of the Central Anti-Corruption Bureau in their agreement. The Poles have changed their minds about feeding corrupt officials who are protected by foreigners under the guise of ‘anti-corruption.’ Well done. Perhaps Ukraine should take this experience into account?” – concluded Kochetkov.
